Understanding of Encoded UTF-8

Today I have an interesting topic to refresh my mind.  In the kick-off meeting with another OEM, they mentioned about to understand the decoding logic of the application that my Client used.  Different UTF types (be it UTF-8, UTF-16 or UTF-32) the defined byte sequencing for a record is different, not to mention about the extended characters that may be used in the header to define the type of UTF file the application will check for.

This request from OEM is logical as they need to understand how the application reacts when validating and decoding a ‘true’ UTF-8 file for backend processing.  I passed this question to the Development team for them to revert on the exact logic used.  Guess there is an design document on the byte sequencing as well.
